Based on a presidential directive, the Jimmy Carter administration was trying to acquire nuclear capabilities to ensure “a high level of flexibility, survivability and performance while facing the enemy”.
Presidential Decission Directive 59, signed by President Jimmy Carter on July 25, 1980, is one of the most controversial documents on nuclear policy of the Cold War era.
The authors of the PD-59 document believed that the use of nuclear weapons to defeat conventional forces will not necessarily lead to the destruction of the planet. According to the Directive, the U.S. planned to use a so-called “look-shoot-look” technique, which relied on three essential steps: use of sophisticated information to find targets on the battlefield, targets hitting and damage assessment.

Fragments of the controversial document were published at the time, but National Security Archive revealed the full document for the first time recently.
PD-59, ranked for long as a top secret material, was born during the harsh Cold War tensions caused by the Soviet invasion of Afghanistan, as well as highly unstable situation in the Middle East.
